I was wondering if the forum owner could target a single user and adjust their daily limit of posts on their site? I have seen a few of my post limits change lately, and just want to be sure that it is not something that is a result of my own quality.
No they cannot adjust them for a single member. They can give a single member a bonus for each post. The owner must be adjusting them for everyone.
