CORTE MADERA, Calif. - Paul Elmquist needed a new license plate sticker, but when he attempted to make an appointment at the local automotive department office in the Bay Area suburb, waiting has lasted for months. "It was a Catch-22," Elmquist said of San Rafael nearby. "I got a ticket for the lack of a sticker and was told that I had some time to solve it. But when I went to the DMV website to make an appointment, the first available date was after the expiration of this window. Crazy."
